Firstly  understand the statistics.

I imagine there is a difference between the number of traffic police in the rural area vs city – how do they determine that, maybe police per 1000 people? Then the relationship between offences between rural vs city. If you view the aspect of speeding you may find there are more fatal accidents in the country. If that is the case then I could develop a theme based on two different approaches – Rural to stop fatal accidents through speed reduction and City to highlight other things, or maybe to remind everyone in the city that when they are driving in the country look out for such and such, and therefore create a link, so when someone goes to the country they can pick up on the theme, so the complement each other.
